Now if only Duddy could get suspended too, Arum's PPV undercards would greatly improve.

Chavez Jr. suspended
By Butch Gottlieb / Boxinginlasvegas.com

Julio Cesar Chavez Jr. who tested positive for a diuretic in his system in his pre fight drug test from his bout against Troy Rowland last November 14th at the MGM in Las Vegas appeared in front of the Nevada State Athletic Commission earlier today and although the medication was prescribed by his Doctor he still took responsibility for taking the illegal drug. The commission suspended Chavez for 7 months and fined him $10,000. The suspension was retroactive back to November 14, 2009

Now does that constitute cheating? He was prescribed something by his doctor... What exactly is a diuretic? and how does it enhance performance?

Upon Wiki'ing diuretic, it seems it would help a boxer lose weight to get to a specific weight class, am I wrong?

That's usually the case yes.

Which isn't performance enhancing but is dangerous to himself and thus the sport.

So he takes this drug, dehydrates and gets badly hurt - boxing pays the price.

A suspension is what he deserves.

Diuretic's can also be used to mask many PED's.

Yes. In fact, most drug tests for criminal courts consider the presence of diuretics to be an attempt to invalidate the test.
